How to start a career as web-developer on freelance. Of course I know HTML, JavaScript and soon will finish learning CSS

I would recommend that before starting as a Freelance you make a portfolio and several projects that you can show.
Keep in mind that the basics of HTML, CSS and Javascript in many cases may not be enough. Currently companies are looking for people who can handle various frameworks and who have knowledge with preprocessors and methodologies.
My advice is to learn and then try to get jobs locally. Later you can try specialized sites for it, but it is important that before you reach this point you have some experience, since some contracts in specialized sites can be complicated.
