My opinion is you should practise CSS by creating HTML codes and design it with CSS..Do it until you exactly master CSS

CSS can be learnt later. I recommend you to learn javascript, php and sql first. And then you learn CSS. That is my recommendation but feel free to do whatever you want!

I would say CSS and HTML are great cornerstones. You can do alot with CSS, and HTML will shine through in other programming languages aswell, and make them a bit more logical. Don't dive too deep if you're just getting the hang of it, start off easy.
