Simple program for text and modifying

I need a simple program to insert text with basic fonts. I want to be able to resize, position and rotate

That's cool. It looks like you already have certificates in the three things you would need to accomplish this on a web page (HTML, CSS, & JS), so you're well on your way!
Thoughts on your specs:
1. Resizing can be done in a browser with zoom, so it would be great if you could provide more insight as to why you need this to be available in your program. It would also be best to provide some constraints, like a minimum font size and maximum font size.
2. Positioning is extremely vague and there are many many many (far too many) ways to position things on a website. What options do you want for this program?
3. Rotating seems manageable, but which axis or axes did you want for this program?

Well I didn’t really think I need a website. I was thinking something more simple and very basic. Less than word or paint even
Zoom will not resize anything, it just makes it appear bigger.
