Relative URL question

If I am taking the images from my pc for a HD background. When my pc is off, how the web will still have image?

You mean if you deployed the website on a server? Then it wouldn‘t matter if your computer is offline because a copy is on the server and your aren’t hosting the website yourself

If you are using a link local to your PC, nobody else can view it except for you, regardless of whether or not your device is turned on.

Could you be more specific? Are you uploading the pictures somewhere? Where are you using them?

Sure, let’s say I am building a Website, I want to put the logo on a header as usual, if I upload it directly from my computer, how is everyone able to see the logo even though my computer is off. And if the logo is only seen by me, then that option is unusual.
