Which is the best language to make Cross-Platform GUI applications??(Based on Quality and Simplicity)

I have heard of Electron library in Atom but it is way too complicated. U can suggest more languages except from the tags if they have quality and simplicity.

I don't know which one is the best but QT with c++ is pretty cool. It is cross-platform. Look it up if you are interested.

seamiki YES a web app can run on any platform but I wish to make an apk file and exe file so I can upload them on google play store or launch in a market....

html js and some db is the only cross platform solution that just works, not only on pc but also on mobile. with electron you're limited to the pc environmemt. a web app can easily be accessed as is from all platforms.
