Web design is far from my focal point in my professional life, but here is something you could try and is something that I do with my software developer skills often. Poke around and find a bunch of businesses/companies that don't have a good website or have an outdated website. Contact them and sell your product to them by communicating to them what's wrong with their website, how you'll make it better, and WHY those changes is a wise investment for them (how will it helps their company? customer impacting only? increase their revenue? etc...) If you go about it properly, they'll recognize the value in what you can do for them and then you'll be able to create a website for them.
If you don't already, it helps to have a website that you utilize as your portfolio so they can see your work prior to employing you.
