Slowing down execution of a program

Can anyone think of any reliable methods of slowing down the execution of a program? Nothing ancient like any deep symlinking or LD_DEBUG stuff or anything else that was kill'd in older glibc versions.??

I was thinking along the lines of how ld_preload rootkits work and how hooking commonly used functions could slow down those functions while called via the executable you're testing (although itd be negligible idk) I'm thinking of this in the context of slowing down execution to increase chances of exploitation for race condition bugs (actual exploitation as opposed to just confirming they exist)
