Google Play publication

Was wondering if any of you actually have done this before, I have been doing some research and apparently; I have to have a Google Play console account. in order for me to have this account I have to pay a one time fee of $25 USD. my only concern is this if the application isn't paid and there isn't microtransactions do I still have to pay this? Is there any way around this situation for just like beginners?

I have looked into this question and from what I found, you have to pay the 25 USD no matter if app is paid or not (I'm guessing this is a method Google uses to reduce the risk of people submitting apps that are not legitimate applications to the Play Store). The fee is charged in order to encourage higher quality products to be put on the Play Store (e.g. less spammy products). CovenantFx Alright, I didn't see it from that perspective but I guess you have a point thank you very much for helping me realize that and I suppose after I pay off my bills if I have any money left over I will pay the $25 USD thanks.
