You'll have to learn all for web designing. HTML & CSS are necessary. Then move to JavaScript. And finally to Bootstrap. And your journey does not stop there, a web dev has to keep learning new things like JQuery, ReactJS, AngularJS , etc.

You should learn all of them, HTML / CSS & JavaScript, also use Bootstrap to built responsive designs. Once you finish learning JavaScript you should also learn a framework like Angular or react.
