I wanna Know When and Where Perl And Ruby Come In Use.

Perl and Ruby can only come in use when you plan to use them..if you want to install perl on windows ..see this links below

once you have installed both program language.. you can then decide what, when and how you want to write on them..

They are not like python, they have their own process of installation till process of execution even in file extensions they are different.
It also depends on what you want to achieve while learning any of the languages.
