before thinking about designing a blog from scratch you should learn basics of HTML, CSS, JS and PHP. When I checked your profile I found that you haven't completed your javascript course and haven't even started PHP. So please make some basic ides on PHP too. also, complete your js course. after completion, you will get some basic Idea of developing a blog.
