SUGGESTION: bad behaviors

Question

So, i was answering and discussing some questions.
Then someone submitted a new answer on a post that i answered. Strangely the votes were all decreased by 1... it might not be true but some people might down vote all answers so their answers can be seen. In my opinion those kind of actions need to be warned.
I suggest to SoloLearn to put a down vote detecter and warn people who are careless about other answers.
If you agree on my thought please upvote.
If else please answer a better suggestion.

Mods can actually see downvoters. I don't know if they are allowed to do any actions against votesystem abuser or if they can delete the downvotes thought.
But the functionality must have a meaning. So either there is something in planning or they actually keep an eye on griefers to maybe temp ban them or take other actions to stop them from their behaviour.
P.S.: I won't upvote anything that has something along the lines of "Upvote me if your cat vomits hairballs" :P

Anyone can agree or disagree with a given opinion. People usually tend to upvote stuff they can relate to and ignore the rest. Personally, I haven't cast a single downvote (at least not to my recollection) since I've been here.
But people are different and some may feel a greater urge to express disagreement. If that is offensively abused, though, anti-measures will be put in place, no worries :)

the number of downvotes on a question/answer doesn't make the question or answer itself any worse. if the answer is good, people will upvote it if they agree, which cancels out downvotes.
anyone is free to downvote whatever they want, and warning people about downvoting would make the ability to downvote kinda pointless imo

Then know that I am the most recent down voter for this thread, asking for up vote after whining about down voted answer doesn't work for me, asking people for pity? no thanks, all who's been in a public place such as forums (including this one) should be aware of such possibility, did you expect the whole world to love you? expect haters, loads of 'em, my 2.3 cent ...
Now you can down vote my answer too, isn't revenge sweet ...

to down vote or not to down vote,thats the users freewill,if content is good,upvotes must surely outweigh down votes,i only leave dislikes on bad posts,but that being said some people abuse the down vote button,sometimes I notice someone's stormed me with down votes but as I said,since most of my contents are good my upvote outweigh my downvotes

People downvote just to downvote others are just tools and are pissed off they can code so they crap on everyone else.
