Any "best" community?
I don't know about the best community but if you want to improve,look for challenges everywhere basically.
If you mean community to sell yourself,your skills,try to join Facebook groups with similar interests,or places like freecodecamp etc... and share what you have done ,show off your skills,impress people,attract attention. Even here on sololearn you can do it.

Make a lot of projects, for example blog website, prototype of Facebook, prototype of YouTube etc... Try to do a lot of projects. You will learn a lot thankful to them.
