Hello, Im new in programming un C#, and i would like to start to know some tips in a RPG method to begin with.

Don't just start game development if you are new to programming. First you should improve your skills in a language.
If you have chosen c#, then continue to sharpen your skills in it. After that you can use a game engine to create games easily.
Since, you are learning c#, I recommend learning the unity game engine as it uses c# as a scripting language.
