Is SVG heavier that PNG/JPEG/...?

I'm confused. With this question. If SVG can be resized with no loss of quality, doesn't it means that it's heavier than PNG, JPEG or other image extensions? And if so, it implies that a web page will put some time to load, no?

SVG could be heavier than PNG/JPG/... or any bitmap image format, but it's mainly used to be lighter : it almost depend of the image complexity ^^
