What is the difference between Offline/Online programming?

I understand being on/offline.
Curious though if you host your own offline network then how does being off the www. going to effect my client-side/server-side interactions?

Technically I think I'm referring to the http protocol. I'll try to explain but I could just being missing something marking my ignorance.
Example
If you were to look at your network map and notice your not connected to internet. However your connected to an offline network. What is required to initiate an online status without touching the World Wide Web? Not grabbing online content but basically accessing your own Single World Web?

As a noob and a beginner but wouldnt a online coding be for like buliding or coding your personal website and offline wouldnbe like make a game or somethinor a privite doc. For you own personal use?
