Drawing countries flags without graphic.h library

Question

Dear friends.
So, I've come up with this idea, well couple of ideas.
The original idea is to make a program that shows A national flag, my country national flag.
but then why not design a simple game.. "Guess the country" or something like that.
at first I attend to try to make it in c++ from the very beigning.
1st step is to design just one flag.
And if you could help me with theae 2 questions I would be grateful..
1- what is the best apporach ?
2- Is there any way other than including graphics.h library ?
