What do you think about Dart and Flutter?

Dart was dead language. Nobody used it outside the Google.

But now Google announced beta version of Flutter - very cool crossplatform mobile framework.

Will they become popular? What do you think?

I like very much, and will bring together Android and IOS development.

However I think that web components and Progressive Web Apps (PWA) are the future, as it will bring together all platforms into a common development tool set for Android, IOS, Windows and Web.
