Because they can make your website more readable. With formatting tags you can have headings, subtitles, paragraphs, etc. It can make your website look better sometimes, as well 🎨

Your question confuses me a little. Either way, I will respond to a variant that has not been covered:
The inclusion of tags in some script languages is generally because those scripts are designed to work in an embedded manner with the language or the server side. The most common cases are PHP, where it is normal to see tags between the code fragments, and recently things like JSX, which is a way to have tags in JS code. Another way is because our script will generate a document as output that contains tags. Actually the reasons could be a little more, but I speak from my experience.
