Another option for marquee tag

Question

I read somewhere that it is recommended that not to use marquee tag as it is not supported by some browsers.
How can we implement same effect using CSS.
I don't know much about JavaScript but still if you know how to do it using JS you can reply .
if anyone who don't know about marquee tag here is implementation of it.
