what are the requirements?!!!

High Number of Votes, answers/comments in a short span of time?
Basically they should have some algorithm which does the selection based on some rules. Votes, answers/comments and other parameters may be included in that.
The details are not known it's a black box, they don't disclose much info.
It can even be a team which does the selection but seeing the past history for Code Of the day I have some reservations.
