Challenge: Create an Automatic Meme Generator

Question

Give the program two links, one link is a photo, and the other is a text source like Reddit, Wikipedia or something else. The program picks the several most popular or main words and attempts to compile them onto the photo.
Think of Subreddit Simulator on Reddit but with images to get a more clear understanding.
I don’t know enough HTML and CSS to do this, but I can probably create a Java program tomorrow that does some part of this.
