Is Learning HTML is now important because now people not using HTML to design their website, now they design it on wordpress????

There is no way you would want to talk about web design and not speak about the Markup language, it is the basic of web design and as such it's importance is very vital in creating a page!
just as stated even working with wordpress requires html knowledge and if you want to be more versatile with wordpress then include PHP, P. S wordpress is a platform built with PHP.
and at the end of it all you will still have to leave wordpress for something with more freedom, which is rolling in your own designs and ideas, builds and functionality.
