Can anyone upload apps in google play store?(under 18 years of age)

Yes you can upload apps if you are above 13 years old .
Depending on your region you should be at least 13 years old.
I checked the terms of app distribution for the developer account and google accounts. It does not state 18 as a requirement unless you use AdSense, AdWords or google wallet.
